Did you but the "International" version of the Mikrotik Radio.
The box that it came in would say "INTL" on the label. Some vendors describe it as Rest of World (ROW).

The US models commonly sold by Amazon online dill not operate on HamWAN spectrum.
You need the INTL or ROW version.
