[HamWAN PSDR] Baldi-S3 has been temporarily changed to non-standard freq

Hello, In support of CapitolPeak deployment, Baldi-S3 is now on 5560MHz with a 20MHz bandwidth. This will be either reverted tomorrow, or stay in place for a while. If you have devices on it, please update them. --Bart
