I got a message from the Anacortes Salvation Army today experiencing the exact same issues with their phone as mine so either it's a heck of a coincidence or...
Our SNOM 821's light up like a Christmas tree, have no dial tone or operative buttons and repeatedly un/re-plugging makes no difference.

I'm thinking we have a network problem of some sort. We both aim at Lookout Bellingham.
