Aaron, if you want to take a class to get a license see http://www.arrl.org/find-an-amateur-radio-license-class for HamWan you would only need a Technician license and may be able to complete with self study. An online resource is https://hamstudy.org/ There are a group of digitally interested hams that have brunch nearly every Saturday morning in Everett, if you are ever down that way. I do not have Ham license, but I am interested in the HamWAN project. I used to work for a wireless ISP and we did essentially what you are doing with unlicensed spectrum. I might be able to help on Saturday. I will likely get my Ham cert so I can play with you guys.
