Kun, Effectively yes, you would need to set a fixed frequency and channel width for the AP side, the clients are configured to scan over the HamWAN scan list. Then set the mode to ap-bridge instead of station. There’s a fair bit more that goes into all the backend routing with the rest of the network, but as far as a test setup and getting something a client could connect to, it’s fairly straightforward.
