Thank you for your help.

I fixed two fo my error in the configuration that affected the DHCP operation.

On 8/27/2018 I was successful in operating my QRT 5 portable to set its time by NTP, ping and traceroute.

How do I apply for a certificate?

How do I install a certificate and verify it is correctly operating?

Looks like the problem is that your modem never got an IP address assigned because it didn't ask for one. On HamWAN that is done with a DHCP client. If you just copy/paste the command from step 22 you should be good to go:
